This position is located in the Rock Springs Field Office for the State of Wyoming. The Field Office manages over 3.6 million acres of public land surface and 3.5 million acres of public subsurface minerals in the southwestern part of Wyoming. The Field Office administers a variety of programs including mineral exploration and development, wildlife habitat, outdoor recreation, wild horses, livestock grazing, and historic trails. If you are selected at a lower grade level, you will be more closely supervised and your work will be more closely reviewed. You will advise and provide expertise on lands and realty related matters Case work includes a full array of realty actions, primarily energy-related Right of Way (ROW) applications You will also work on land disposals, acquisitions, withdrawals, revocation, classifications; lands use permits, leases, renewals, assignments and trespass detection and abatement.
Physical Demands: May lead or conduct on-site examinations which would include some walking, standing, bending and physical exertion Onsite visits required ability to traverse remote rough country by cross country vehicles or on foot sometimes in extreme weather conditions The field duties of this position require that the employee operate a four-wheel drive vehicle. There are no minimum education requirements for this position however if you are using education to qualify, you must submit a copy of all undergraduate/graduate transcripts.
CONDITION OF EMPLOYMENT: You may be selected to attend and successfully complete the 9 week BLM Lands and Realty School located in Phoenix, AZ.
In order to qualify for this position, you must have one year of specialized experience equivalent to the next lower grade in the federal service or have education that can be substituted for experience or a combination of education and experience. Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements. Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume. If you meet the qualification requirements, you application will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. In addition, interviews may be conducted for this position. The interviews may be conducted on a pass/fail basis or may be scored. The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.
Knowledge of Federal land laws, regulations, policies, and procedures sufficient to process a wide variety of lands actions (e.g., rights-of-ways, permits, leases, etc.).
Ability to complete legal land descriptions, abstract and interpret master title plats, survey plats and records, topographic and surface management maps, and plans of development.
Knowledge of the interrelationship between realty actions and other resource values being managed under the multiple use and sustained yield concept.
Skill in preparing NEPA documents, lead and participate on Interdisciplinary Teams.
Ability to communicate effectively both verbally and in writing with a variety of resource specialists, industry representatives, private landowners, environmental interest groups and the general public.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
